Predatory lending 

Over the last several years communities and people all over California have lost their homes and their investments due to predatory lenders, unscrupulous loan brokers, appraisers and charlatans, who, among other things:

Inflated the value of the subject real estate
Encouraged borrowers to lie about their net worth or their assets
Falsified information on the loan documents

Lent more money than they knew the borrowers could reasonably pay back
Put borrowers in high interest loan programs when other programs were available
Charged inappropriate fees for certain services and created fees for non existent services
Pressured consumers to accept risky loans  such as loans with balloon payments, early payment penalties, interest only payments or negative amortization loans
Targeted consumers for inappropriate refinancing
Sucked equity out of consumers homes by telling them to repeatedly refinance

Used high pressure tactics to sell consumers  home improvement loans
Changed the costs of the loans or the loan program just before the closing or even after the first closing. Told the consumer a refinancing could save them from their financial problems
Had borrowers sign blank documents
Falsified information regarding loan cancellation
Conspired with others to have the borrower pay too much for a home
Targeted neighborhoods and groups for high pressure sales tactics.
